Locates the OBJ2BIN executable and initializes the flag variables.

The following environment variables are set:

  • OBJ2BIN: Path to the tiobj2bin executable.

  • OBJ2BINFLAGS: Pre-source flags.

  • OBJ2BINFINALFLAGS: Post-target flags.
